Registry of Italians residing abroad (AIRE)
The Registry of Italians Residing Abroad (AIRE) was established by Law no. 470 of 27 October 1988 and contains the data of Italian citizens who intend to reside abroad for a period of more than twelve months. It is managed by the Municipalities on the basis of data and information from the Consular Representations abroad. The Italian municipalities are the only ones responsible for the regular keeping of the population registry, both of those residing in Italy and of citizens residing abroad, i.e. Italians who habitually reside abroad. Each municipality has its own AIRE. There is also a national AIRE, set up at the Ministry of the Interior, which contains the data transmitted by the municipal registries. In addition to the personal data, AIRE records the indication relating to the registration of the citizen in the electoral rolls of the municipality of origin.
AIRE REGISTRATION
Please note that registration with AIRE, or updating of residence registry, can only be requested through the Fast It portal (Farnesina Telematic Services for Italians Abroad), subject to user registration in the system.
If you are already registered as a user, you will have to log in and proceed with the change of location. If, on the other hand, you do not have any user account, you will simply have to create one, submit a request to our consular district and specify in the form where you come from – if you are coming from a foreign office or from Italy.
It should be noted that after registering on the portal and after activating your account, you must access the portal again and proceed with registration by selecting “Consular Registry and AIRE” among the available services.
The documentation to be submitted is as follows:
- Photocopy of passport (pages 2-3, 4-5, and copy of visa) for each individual member of the household
- Photocopy of the residence permit (or Stay visa or Permit of Stay) for each individual member of the family unit or, where applicable, copy of the OCI.
- Proof of residence: copy of the home or work contract or copy of a utility bill.
The proof of residence must bear the name and address of the interested parties in the header.
If the application is incomplete, the necessary documents and any further information will be requested directly from the interested parties preferably by e-mail. It is therefore advisable to make sure that you have communicated your e-mail address correctly.
New Regulations on AIRE Registration – Law No. 213 of 30 December 2023
The 2024 Legge di Bilancio has introduced significant changes regarding registration with the Registry of Italians Residing Abroad (AIRE). While emphasizing that registration with AIRE is a specific duty of compatriots residing abroad and a fundamental prerequisite for access to consular services, it is noted that Article 1, paragraph 242, of Law No. 213 of December 30, 2023, has strengthened measures for those who relocate their residence abroad without proceeding with AIRE registration. According to the amendment to Article 11 of Law 1228/1954, Italian municipalities are now authorized to impose pecuniary sanctions ranging from 200 Euros to a maximum of 1,000 Euros for each year of failure to register with AIRE, with a maximum limit of 5 years.
Furthermore, Article 1, paragraph 243, of the Legge di Bilancio requires public administrations to report to the municipality of registration any element indicating the residence abroad, even only in fact, of Italian citizens. The municipality of registration must communicate this information to the Revenue Agency, thus enabling tax checks.
